The country never said such a thing as the 3/5 clause was strictly for purposes of apportioning congressional votes. The 3/5 clause hastened the abolition of slavery. If black Americans had been counted the same as whites, the south would have had much more political power and the abolition of slavery would have been significantly delayed.
