This happened in the days of "the wall" imposed by Reno, Gorelick and Clinton, remember? If you read the WaPo today, history has miraculously morphed into -- surprise! -- it's all Bush's fault.
If you read this 2001 Frontline report, it's quite a different story, including the fact that lead FBI investigator of the Cole, John O'Neill, was killed on 9/11, soon after he quit the FBI and took a job as head of security for the twin towers.
What's even worse is that two of the Cole bombers are now in Gitmo, which all three of our esteemed presidential candidates want to close -- so there's a good chance that those two will wind up in a US Court, with all the privileges afforded to a US citizen. The whole incident has been a national disgrace, up until the present day, but it began under Clinton.

It’s a wonder we survived - oh but 9/11 happened didn’t it?
Fortunately the podium had cleared out so the focus would have been on the next administration - and then Gorelick ended up chairing the 9/11 hearings.
Some things are absolutely stunningly awful in their stupidity.
