I do not know the answer to your question but I do know that some of my acquaintances who are left-wing moonbats have been advocating such a system for several years.

There are arguement to be made for preference voting. There is a literature on optimal voting schemes.

So I will not say it is bad and where I live it would assure a lefty would never or at least rarely win in a split vote. It just makes a conseravtive’s win in big city all the more amazing.
