"That message must be sent with B-2 bombers, preferably on a broad array of leadership targets," Mr. Timmerman said.

Member of Afghan Taliban Convicted in U.S. Court on
Narco-terrorism and Drug Charges
WASHINGTON – A member of an Afghan Taliban cell was convicted today by a jury in U.S. District Court for the District of Columbia on charges of narcotics distribution and narco-terrorism, Assistant Attorney General for the Criminal Division Alice S. Fisher announced. The conviction represents the first time a defendant has been convicted in U.S. federal court of narco-terrorism since the statute was enacted in March 2006.
Khan Mohammed, from the Nangarhar Province of Afghanistan, was investigated by the Drug Enforcement Administration (DEA) for weapons and narcotics offenses. The investigation revealed that Mohammed was part of a Taliban plan to obtain rockets to attack U.S. military and Afghan civilian personnel at Jalalabad Airfield in Jalalabad, Afghanistan. A cooperating witness working with the DEA met with Mohammed on several occasions to plan the rocket attack. Evidence presented at trial established that Mohammed had previously engaged in similar rocket attacks against other Afghan targets. During the investigation, Mohammed also sold opium and heroin that he knew was intended for importation into the United States.
“The Department of Justice will continue to use every available legal tool to bring to justice those who help fund terrorist activities by trafficking in illegal drugs,” said Assistant Attorney General Alice S. Fisher. “I would like to thank the DEA, our law enforcement partners in Afghanistan and the federal prosecutors for their hard work on this case.”
“As an enemy of the United States, Khan Mohammed intended to ship heroin to the United States and use profits from that trade to assist the Taliban,” said DEA Acting Administrator Michele M. Leonhart. “A dangerous double threat, Kahn Mohammed purchased rockets to attack American and coalition soldiers who were risking their lives to stabilize Afghanistan. The conviction of Kahn Mohammed puts an end to this source of poison and violence.”
A grand jury first returned an indictment against Mohammed on Dec. 13, 2006, charging him with distributing opium and heroin, knowing that it would be imported into the United States. A superseding indictment returned on Jan. 23, 2008, also charged Mohammed with engaging in drug trafficking knowing or intending to provide something of pecuniary value to a terrorist or terrorist organization. Mohammed was brought to the United States on Nov. 5, 2007. Mohammed faces a mandatory minimum sentence of 20 years and a maximum of life in prison. A sentencing hearing is scheduled before the Honorable Colleen Kollar-Kotelly on Oct. 10, 2008.
The case was prosecuted by Deputy Chief of Litigation Julius Rothstein, Trial Attorney Matthew Stiglitz and paralegal Arianne Tice of the Criminal Division’s Narcotic and Dangerous Drug Section. The investigation was led by the DEA’s Kabul Country Office and DEA’s FAST team in Afghanistan with support from DEA’s Special Operations Division in the United States and in close cooperation with Afghan law enforcement.

(HOUSTON, Texas) – A Chinese formulation chemist has been convicted and sentenced for committing theft of trade secrets from an International company doing business here locally.
United States Attorney Don DeGabrielle and FBI - Houston Special Agent in Charge Andrew R. Bland III announced today.
At a hearing this morning before U.S. District Judge Keith P. Ellison, Qinggui Zeng, 46, admitted to possessing a process formula trade secret without authorization of the company and intending to use the formula to produce and/or sell the end product in China. Zeng initially immigrated here in August 1996 on a J1 Scholar Visa and is now a legal permanent resident alien.
“The theft of sensitive intellectual property is a federal offense and thanks to the excellent investigative work of these agents is now a federal conviction,” DeGabrielle said.
In early 2005, Zeng began working as a formulation chemist with a Houston based subsidiary of a worldwide paint and coatings company which researched, developed and supplied an epoxy-based fire-proof coating and intumescent products. The company is the only manufacturing company in the world which had developed proprietary and confidential manufacturing techniques, processes and mixtures that could successfully fabricate an intumescent fire-proofing product which it marketed in interstate commerce. Zeng was assigned to chemical research projects which allowed access to the company’s most sensitive and protected trade secret formulas and exploited the use of his limited and confidential access to the “formula” database by downloading, printing and then concealing the trade secrets. Zeng marketed the product seeking joint business venture capitol and offering investors a “high-tech coating technology” business to produce and market intumescent fireproofing technology.
In January 2008, the FBI executed several search warrants at Zeng’s residence. After an exhaustive search, agents uncovered several critical documents, including the trade secrets of Zeng’s employer concealed in the attic space and covered under insulation in Zeng’s residence. Zeng was arrested days before moving to China with the trade secrets. If he had been successful, Zeng’s former employer would have been forced to compete with other companies over the same product they had invested significant amount of time and resources, including research and development, marketing strategies and sales.
“The FBI is committed to protecting America ‘s assets by aggressively investigating all allegations of industrial espionage” Bland said. “The arrest and conviction of Zeng should serve as a reminder to those who would endeavor to compromise the economic and physical security of the greater Houston area and the United States by stealing proprietary information. To assist in safeguarding our nation’s technologies, the FBI has initiated a directed cooperative outreach effort regarding this and other potential threats to businesses through its Business Alliance program. National Security equates to economic security, which in turn equates to corporate security.”
Zeng was sentenced to 12 months and one day of imprisonment, a $100 special assessment, three years supervised release subsequent to his time in prison and ordered removed from the United States to China upon the completion of his sentence.
The conviction of Zeng is the result of the cooperative efforts between the victim company and the FBI. The case is being prosecuted by Special Assistant U.S. Attorney Bret W. Davis.
The owners of the Postville meatpacking plant where 390 workers were arrested Monday admitted in court last year that many of the workers in its New York distribution center were in the United States illegally.
That admission is getting new attention in the wake of the raid this week that rounded up 40 percent of the Iowa plant's 968 workers.
Agriprocessors Inc. made the statement about its New York workers in an effort to block those workers from joining a union.

MONTERREY, Mexico - Suspected Mexican drug hit men dumped the head of a murdered man on top of a car in the street, police said on Friday, in a rare outrage in the wealthy city of Monterrey.
The head, found on Thursday night on the roof of a car parked in a middle-class residential area, had a written message next to it signed by the Gulf cartel, the country’s most violent drug organization.
The ears were chopped off, a senior state police officer told reporters on condition of anonymity.
Mexican drug gangs, engaged in a bitter fight with each other and security forces, often behead opponents to scare rival traffickers but this was the first such decapitation in Monterrey, home to large corporations and a wealthy business elite.
The message, written on cardboard or paper, suggested the victim may have been a common criminal who had passed himself off as a member of the Gulf cartel’s feared Zetas hit squad.
“This is what happens to people who want to pass for Zetas,” the message read, according to El Norte newspaper. The man’s body has not been found, police sources said.
In Ciudad Juarez across the border from El Paso, Texas, drug hit men killed two rivals in a hospital near the city’s main military base on Friday, police and doctors said.
The gunmen entered the private Hospital Juarez and shot the men in the waiting room in front of doctors and nurses. The two men had brought in two seriously wounded partners, fleeing from a gunbattle.
“It happened at 2.30 a.m. and we called the police, but no one came until 7 in the morning,” said a hospital nurse who declined to be named.
President Felipe Calderon has sent 25,000 troops and federal police to fight cartels across Mexico since 2006 — including 2,500 troops to Ciudad Juarez in March and more than 2,700 this week to Sinaloa, the home state of kingpin Joaquin “Shorty” Guzman, Mexico’s most wanted man.
Despite those efforts, six high-ranking police officers were killed in the past two weeks.
Drug violence has killed more than 1,100 people in Mexico this year.

Coalition Troops in Iraq Kill Terrorist, Detain 19

WASHINGTON, May 16, 2008 – Coalition forces killed one terrorist and detained 19 suspects during a series of operations targeting al-Qaida in Iraq operatives in central and northern Iraq today, military officials said.
— Coalition forces killed one insurgent and captured another during an anti-al Qaida operation near Khan Bani Saad, about 20 miles north of Baghdad.
— In Baghdad, coalition forces detained one suspected terrorist.
— In Mosul, coalition forces captured an alleged al-Qaida in Iraq financier and seven other suspects.
— In Tikrit, coalition forces detained four suspected terrorists.
— Near Balad, coalition forces detained five suspected terrorists during operations to disrupt al-Qaida in Iraq’s foreign-terrorist facilitation network.
“We continue to target al-Qaida in Iraq’s terrorists who bring nothing but misery to the Iraqi people,” said Army Maj. John C. Hall, a Multinational Force Iraq spokesman.
In yesterday’s operations:
— U.S. soldiers detained a suspected terrorist during an operation in the Rashid district of southern Baghdad. The detainee is a suspected Iranian-trained “special groups” member wanted for complicity in several murders, bomb attacks, and weapons trafficking. “The soldiers of 1st [Brigade Combat Team] ‘Raider Brigade’ remain steadfast in their efforts to bring these dangerous criminals to justice,” said Army Maj. Dave Olson, a 4th Infantry Division spokesman. “The Iraqi security forces and coalition forces strive to provide a stable, secure environment for the Rashid district and its citizens.”
— Iraqi soldiers captured a mid-level special groups leader in Husayniyah. The detainee is believed to have coordinated recent bomb, rocket and small-arms attacks against Iraqi and coalition forces. Three additional suspects also were detained. “The capture of this cell leader will likely affect the ability of special groups criminals in Husayniyah to conduct attacks against Iraqi security and coalition forces,” said Army Col. Bill Buckner, a Multinational Corps Iraq spokesman. “This will prevent special groups leadership from exploiting the city as a safe haven.”
— U.S. soldiers killed one insurgent and wounded another during a firefight in eastern Baghdad. The U.S. patrol had been struck by an explosive that damaged a vehicle. Soon afterward, enemy fighters engaged the U.S. soldiers with small-arms fire. The soldiers returned fire and killed one enemy fighter and wounded another. No soldiers were injured in the attack.
— U.S. soldiers killed six insurgents during three engagements in the Shula sector in northwestern Baghdad. The soldiers killed three insurgents during two separate firefights; three other insurgents were dispatched by a Hellfire missile. “Our soldiers are trained professionals and will defend themselves with appropriate force,” said Army Col. Allen Batschelet, chief of staff of Multinational Division Baghdad and 4th Infantry Division.
— Iraqi commandos captured an al-Qaida-affiliated terrorist during an operation in western Mosul. The detainee is connected to the placement of explosives in the area. Six other suspects also were detained. “Iraqi special operations forces, partnered with coalition forces, will continue to pursue terrorists who threaten innocent Iraqi citizens,” Buckner said.
In May 14 operations:
— Fourteen Iraqi civilians were killed and eight were wounded when an al-Qaida in Iraq member detonated a suicide vest at a funeral near Abu Ghraib. U.S. and Iraqi forces provided security and rendered assistance. The wounded were taken to the Fallujah and Abu Ghraib hospitals for treatment. “This is an attack by terrorists who place no value on human life and intentionally attack and kill innocent Iraqis,” said Army Lt. Col. David Davidson, 25th Infantry Division. “As friends and family gathered to grieve for the loss of the headmaster of the technical school, whose job was to educate and bring a brighter future to Abu Ghraib and the nation of Iraq, these criminals chose to carry out this cowardly act.”
— U.S. soldiers found a weapons cache containing 9 mm pistols, pistol magazines, detonators, and a spool of command wire, cell phones, false identification cards, and a couple undeveloped rolls of film inside an apartment building in southern Baghdad. Five suspects were detained during the operation.
— Iraqi and U.S. soldiers found a buried weapons cache in Abu Osage, about 30 kilometers southwest of Baghdad, after following up on a tip from a local resident. The cache contained: nine mortar rounds, three 57 mm anti-aircraft rounds, six boxes of small arms rounds, two boxes of 25 mm mortar rounds, one box of 60 mm mortar fuses, and one 120 mm mortar tube with tripod. The munitions were taken to an Iraqi army base for disposal.
In May 13 operations:
— Special groups terrorists fired an 82 mm mortar at a coalition base that missed and landed near a market in the Karadah district of Baghdad. The market burned down about 30 minutes later. Coalition investigators are checking out an Iraqi police report attributing the cause of the fire to faulty generator wiring. “These special groups criminals are indiscriminately endangering the lives of innocent Iraqi civilians. This is typical of the cowards who target Iraqi citizens and show no concern for Iraq and its future,” said Army Maj. Joey Sullinger, a 10th Mountain Division spokesman. “Our hearts go out to our Iraqi neighbors who lost their livelihoods in the market fire.”
— Troops on a joint Iraqi-U.S. reconnaissance mission assisted by a Sons of Iraq detachment discovered six separate weapons caches in Maderiyah. The first cache contained: one 120 mm mortar round, one 100 mm anti-aircraft round, 12 rocket-propelled-grenade warheads, eight 73 mm rockets, and a mortar tripod. The second cache contained: 300 anti-personnel grenades, 100 meters of detonation cord, 100 rounds of PKC machine-gun ammunition, and five sticks of dynamite. A third cache contained 10 empty 155 mm illumination canisters. Although empty, the canisters could have been used to construct improvised explosive devices, officials said. The final three caches in total contained: one 23 mm antiaircraft gun with a tripod, 200 23 mm rounds, an SS-30 M3 127 mm rocket, and three 120 mm mortars, all of which were serviceable.
— “Most of the 300 anti-personnel grenades were serviceable,” said Army Capt. Richard Aaron, a commander with 2nd Brigade Combat Team, 3rd Infantry Division. “Because they were found with detonation cord, these most likely would have been used to booby trap homes or areas where al-Qaida in Iraq expected U.S. or (Iraqi army) soldiers to search.”
