It all depends upon what the definition of "modern" is.

You can rig all sorts of things when you get to make the definitions...

(For all that, I think Bush could have done a lot better but he could also have done far, far worse! I thank God we didn't have Algore at the helm...)

President Bush, compared to what is in front of us is looking pretty darn good these days.

Iraq was sadly and clearly (now) mismanaged. I know it’s Monday quarterbacking and all...

For which we can probably blame Rumsfeld, who IIRC, was quite popular around here. Of course Bush did pick him, and did listen to him for too long.

OTOH, we didn't have the luxury of Ronald Reagan's military as GWH Bush did in Desert Shield/Storm. Still don't, 6 1/2 years after our homeland was attacked in a a more deadly attack than that of the Japanese at Pearl Harbor.

Gotta keep funding those entitlements and bridges to nowhere, don't cha know.

has Congress ever had lower approval ratings, ever???

History will grade Bush favorably, IMO. But not Congress.

I do remember the NEA deal, which would have been cool.

Although I don’t think Bush has destroyed the conservative movement, I do have to agree with your other points here. As I said, there is plenty to rank on him about. Far too willing to cave when he doesn’t have to.

Here's an excerpt of what Rasmussen has to say on the subject, it's a little better.

Bush Job Approval Sinks to New Low

"Friday, May 02, 2008

During the month of April, just 34% of Americans approved of the way the George W. Bush performed his role as President. That’s the lowest full-month approval rating ever for the President measured by Rasmussen Reports. Just 14% Strongly Approve of the President’s performance and another 20% Somewhat Approve

Sixty-three percent (63%) currently disapprove, including 46% who Strongly Disapprove.

Prior to this month, the President’s lowest approval rating was 35%, recorded in June, 2007. In two other months, his approval has been as low as 36% (May 2007 and March 2008).
