LOS ANGELES—When May Day protesters take to the streets downtown to call for immigration reform, police will be using new tactics and technology in hopes of overcoming the memory of last year's event.
LAPD officers pummeled demonstrators and reporters with batons and opened fire with rubber bullets last May Day, rekindling accusations of excessive force that have dogged the LAPD for decades.
Police brass have spent the past year trying to undo the damage done during those few minutes at MacArthur Park.
Chief William Bratton promised things would be different Thursday and made a point of meeting with organizers beforehand.
Bethany Leal, director of the Multi Ethnic Immigrant Workers Organizing Network, said the chief had come to several meetings to talk logistics and ease concerns.
"It was traumatic for the community," Leal said.
Organizers are estimating 100,000 people will attend three separate rallies that will converge downtown and march toward City Hall to protest ongoing immigration raids and demand better rights.
Every LAPD officer—even those working desk jobs—has undergone training in the past year to relearn the basics of crowd control. For many officers, it was their first such training in years.
Deputy Chief Michael Hillmann spent much of the past year looking at what went wrong last year for a high-profile report, and recommended big changes in the way the LAPD deals with crowds.
"There were significant points of failure," said Hillmann. "It wasn't one singular item, it was a whole series of things."
Hillmann found that officers at last year's event let violent protesters remain in the crowd before declaring the entire demonstration unlawful and clearing the area.
Subsequent reviews found a command meltdown, with conflicting orders being given to officers.
LAPD officers have since been trained on forming skirmish lines, using batons in a crowd, and using extraction teams to identify and arrest violent demonstrators.
Police this year intend to corral problem protesters but let the demonstration continue unless mass arrests are needed.
Hillman's report also partially blamed last year's problems on the failure of officers to give effective orders in English or Spanish.
The LAPD has a new all-wheel-drive buggy that can flash commands in Spanish and English as it moves through crowds, and a handheld device called the "Phraselator" which can sound recorded warnings in English, Spanish, Korean and Mandarin.

I hope there are no conficting commands on that device - like some cop hits the "Put your hands up, now!" button when he he meant to hit the "Freeze!" button.

I have seen federal numbers for illegals held in jail ranging from 19.3% to 27% of the federal prison population.
Here's a sampling of USA cities wanted for murder. What you'll see is that in big USA cities like LA or NYC most of the murderers are Hispanic. Unknown are the % of illegals. In smaller cities the FBI will post the nationalities of the murderers. About 25% of the most wanted are illegals wanted for murder. This number agrees with the percentage of illegals incarcerated in federal prisons. +-25%Pictures of top 10 most wanted in LA. Up until recent stories about crime in LA posted by the LA Times--the pictures included the nationality of the murderers. They were all foreign nationals and mostly Mexican.

There are currently no exact numbers on the number of Americans killed by illegals. Part of the reason is that the government deliberately obscures the number. I talked on the phone with the head of statistics for the US Bureau of Prisons. He said his office wasn't allowed to publish the number of illegal alien murderers. Rather they were forced to put legal and non legal residents in the same category. I talked to ICE. They put out detailed numbers on illegal child molestors. However, they put out nothing on illegal murderers.
Part of the reason for the silence on the matter is that there is evidence to suggest that most Americans being killed by illegals are black--as is the suggestion in this LA Times Article. Also this article from the LA Times. And here. This makes intuitive sense. We see stories regularly of drug gang killings in Mexico but we don't see those same stories in the USA. The reason we don't see those stories is not because its not happening. Rather we don't see the stories about illegals killing blacks because that kind of story is terribly politically incorrect. The populations being displaced in downtown sanctuary cities especially are American blacks. That means that their criminal elements would be pushed aside by Mexican gangs as well. That's also the story that the wanted for murder posters in all the major cities seems to suggest.
Nevertheless, the pattern of non reporting is starting to break. Discovery Channel has a series called Gangland that mentions ethnic cleasing of blacks by Mexican gangs

All that said the true number of criminal aliens is far higher than is revealed by criminal aliens in prisons. First of all, illegal aliens will naturally be a higher percentage of federal prisoners - the crimes of which they are most often convicted, namely drug trafficking and falsification of passports and SSI identification - are federal offenses. Also, committing offenses that involve crossing national and state borders are federal matters as well.
Second, the demographics of federal prisoners are not a proxy for state prison populations.
So you cannot take the raw numbers of US homicides - the vast majority of which are prosecuted on the state level - and multiply them by the percentage of illegal immigrants in federal prisons.
Honestly, this is basic statistics 101.

A local talk show host played back an LA TV station’s report on this. His question after the report: “What’s missing?” His answer:”The I word...illegal.” No where in that TV report (or the LA Times report) is the word “illegal” used. Hmmmmm.
Well actually thousands of Americans can go anywhere and demand things but they usually have guns and tanks and air support. I was just being cheeky.
On a serious note:
Mass rallies and all that stuff is what these socialist agitators have practiced for and dream of. They think they can do here what they do in Latin America. Mob rule is coming and it speaks Spanish.

Like all good men that are forced to lead under those in control, with liberal leftist agendas, his hands are basically tied, kept on a short leash if you will.
LAPD, under the right city and state leadership, backed by the Feds, could easily provide spike fisted, knuckle busting criminal control. Those in control will not allow that to happen.
Of course this type of control, hidden agendas, and criminal pandering goes all the way up into the Oval Office.
As I mentioned, I spoke with the head of statistics for the US Bureau of Prisons. He said that most of the illegals in the federal penetenturies are there on drug related charges. He said the illegals in jail for murder are mostly in the state prisons. While federal statistics show that 27% of prisoners in federal prisons are illegal aliens only 6% of prisoners in state prisoners are illegal aliens. That’s where the illegal alien murderers are concentrated. There are 15,000+ people murdered annually in the USA.
You did not see me make any statistical suggestion. I do have a link to the congressional report that said more americans had been killed by illegal aliens than had been killed in the Iraq war. I do link to wanted for murder posters for most major cities in the USA. They do show a preponderance of hispanics wanted for murder in major cities in the USA. In sanctuary cities like LA and San Francisco the number of hispanics wanted for murder is even higher. Heck in Washington DC, 9 out of 10 people wanted for murder currently are hispanic. But even in second and third tier American cities hispanics account for 20% of the people wanted for murder. Once again there is no notice of their nationality.The FBI nationwide list of people wanted for murder does list the nationality of the people wanted for murder. They are mostly hispanic illegals.
There is plenty of evidence to suggest that the Congressional report is not in error.
If you hang out at Free Republic long enough you’ll notice that there are fairly constant stream of reports of murders by illegals around the country. O’reilly tonight brought up to Hillary the case of the Iraqui war vet who was murdered in LA by an illegal alien who was let out of jail.
btw if you’re a McCain guy, click on the links at the bottom of my post. You’ll see that it was McCain who was quoting the dept of homeland security chief Chertoff as saying there were 2 million criminal aliens in the country. He further said these people needed to be expelled.
