The country is rich in oil shale but hasn't developed the technology to make it work.

I would suggest building a mini nuclear plant to generate the power necessary process the shale.

Same with the Tar Sands in Canada, I was up there about 15 years ago and thought something was about to break.

I thought heat and sunlight made it work. ;) Lots of that where the deposits are.
