Why should Congress do anything? It has achieved the perfect outcome. It pays farmers to grow certain crops, and it pays other farmers not to grow crops at all.
Yep...sure enough.... then pays (allows tax deductions) investors and the wealthy to encumber land in a conservation easement.... follow the money.
