I noticed a *tax* that was not mentioned: Texas Business Franchise Tax* Expected to generate $6 billion a year.

This editorial has ignored the recent re-alignment of TxDot money to fund more construction and less maintainance.

But, TxDot is doing this based Dewhurst, Craddick, and others in the legislature saying that, in the next session, that they will restore diverted money back to TxDot. That remains to be seen.

Based on the last session, the legislature is creating more problems than they solve. The recent standoff between the regional authority and NTTA over 161 is a direct result of the legislature giving NTTA right of refusal. In this case, Dewhurst, Carona, and others have to inject themslves into the negotiations just to keep the ball rolling. Do they plan on doing that on every project?
