Used to be all they did was test and check. The Marine Corps and the Navy used to get equipment that the air force had BCM'd, been sent to a Naval Depot, repaired at same and then put into the Marine Corps and Navy supply chains. When did they start component level troubleshooting and repair?
Seriously though, this is insane and a gross national security risk.
Without knowing the exact components that's quite an assumption to be making. What it actually is is the dangling of a carrot to an ally and potential customer.

When we buy small arms, part of the deal is that a major percentage of the deal be made 100% in house. But we can outsource a high tech fighter?
Warner Robbins ALC and Odgen ALC did most of our component level repair work on the F-111A related LRU modules that we were not authorized to repair at the shop. I also did all component level repair on the test stations themselves.
The Air Force did component level troubleshooting and repair for the four years I was in, Skippy.
Alright so they made a mistake. So what? That just shows that these things can happen even if you DONT outsource.
But by and large Boeing knows what its doing.
I doubt if f-18 will be offered to Pakistan.

Maybe not this year, but if we sold F-16's to Pakistan, what makes you think we'll never want to sell the F-18?

I completely agree. And Boeing is hurting their appeal on the tanker deal by doing this.
It sounds stupid, but that’s the only way countries will win future defense contracts. Even Croatia has huge offsets requirements for its future fighter programme which prospective bidders should meet.
There is a difference between outsourcing production of patented items and buying foreign technology. The Eurofighter features several US systems onboard-the US government has a right to veto the sale of those components.Can’t say the same about India or any other nation which will be just producing US systems-critical systems will still remain with home base.
