It’s called “pre-emption” and it’s what the NRA has been busy passing in many states while Washington does nothing.

It helps that the PA Constitution is written in very plain English:
Right to Bear Arms
Section 21.
The right of the citizens to bear arms in defense of themselves and the State shall not be questioned.
