I know what you meant. That was what we call a joke here in America. I was being ‘sarcastic’. If you’ve read the other posts to you on this page and need further explanation, I’m afraid I can’t help you. Perhaps you should petition your government to provide better education in your public schools, if that is allowed.

It is not allowed, according to Socialist principles, "better" education means elitism and unequality (between the best and the worst pupils.) It is un-Socialists and does not reflect the principles of Social justice, in which, it seems, the knowledge level of all pupils must be the same, that is, equal to one of the worst of them.
That is what is happening in Spain.
