No, actually I know people who lived there. The poor are dirt poor, like no shoes, poop in a ditch poor. But there are also very rich people there. So the question is not how many children but how corrupt the government?

Bingo. The crony capitalism of Marcos kept all of the nation's wealth for his friends. Much of the Philippines is still like that today. Like Zimbabwe, and so many other 3rd world countries, the problem is leaders with poor character. BTW, we are moving more toward that type of situation in the US with the woeful character of our own politicians.
