He isn't incompetent at all - he is doing exactly what he has been told to do. There isn't a single powerful interest group in DC that doesn't want the border as open as possible for as long as possible. It annoys the hell out of them that they have to even engage in window-dressing exercises like this to keep the peasants pacified.
