I agree with you. If something were now to happen to Carter..Israel, and NOT the terrorists would get blamed. And it also puts USSS agents at risk.

As for the Secret Service agents, who is their oath to - the person they are guarding or the United States of America. The agents should all resign in mass to show their disgust for this incompetent boob meeting with terrorists!
I think the Israeli's are fully aware of the potential repercussions of an attack on Carter. What they say "officially" and how they behave behind the scenes are entirely different.
I would bet Carter's safety was fully assured.
