That's the beauty of how this thing is financed -- they simply stick a charge on your utility bill. It doesn't come out of the state's budget and it isn't a "tax."

That the only ones heard at the level of the Legislature are state employees, other government employees and welfare recipients.

According to those groups, we aren't paying enough taxes.
The actual taxpayers aren't complaining. If they don't complain, they must approve.
