Under what law are men being prevented from leaving their property? Are they under arrest? If so, why do they not have the rights of any common criminal defendant?

That is, until somebody accuses you of being a pervert and the government comes after you.

If there's probable cause, arrest the perps and take them into custody. Read, "jail". Don't cause the victims more trauma.
