I cannot remember what U.S. President said it but around the turn of the last centur, some warlord or pirate captured an American (or a few Americans) and held him/them for ransome. The then sitting President said something to the effect, "Mr. X free or pirate dead" and sent the Navy w/ Marines to enforce his statement. Mr. X was freed.

Same concept should be applied here.
