Some time ago I concluded that the difference between ignorance and stupidity is that ignorance is finite. One can learn and no longer be ignorant, but stupidity is eternal...quite literally a force of nature.

Talk about a bullet with your name on it.
If the “etching” is proven not to harm the power or accuracy of said bullet,this law would only be useless and expensive for we,the SC taxpayers.
In the case of stolen or privately sold munitions,illegal use of same will cause honest citizens to suffer harassment or false arrest.
Sorry,but at least this boondoggle of ours is local—not like our worse boondoggle,Lindsey Graham,who makes the entire country suffer.

No later than January 1, 2012, all noncoded ammunition owned by private citizens and retail outlets must be disposed.I see the authors of this legislation have about as much respect for the Fifth Amendment, as they have for the Second Amendment.

That is what would happen. Big ammo manufacturers aren't going to gear up for an expensive and beaurocratic program that subjects them to constant legal liability just to satisfy some law in one state or a handful of states. Such a program would also anger shooters in all 50 states, their customers. They would just say "no sales to SC".
Maybe that is the ultimate goal of such a law.

These bills are being offred so fast that it leads me to believe that the company who holds the patent on the process has some investors in the wings waiting to hear whether the attempt will be successful.
Little chance of passage in SC, I would think.

It would make such a grand default registration scheme for firearms. Say you buy a case of .223 ammo. Hmm, I wonder what kind of gun uses that? Now they are alerted to your name, address, drivers license, caliber, the quantity you bought, the date and the dealer. That could prove very useful if they later want to know where all the AR-15s are. Or they could just charge you with "hoarding", or as a suspect of being a psycho.
First, they want to know who you are, where you are and what you have. The rest, they can take care of after Barack or Hillary get elected.

"B) A registered ammunition manufacturer shall maintain on its premises for a period of seven years records of all sales, loans, and transfers of ammunition to, from, or within this State. (C) A registered ammunition vendor shall maintain a record of the following information regarding the sale of ammunition on its premises for three years:
(1) the date of transaction;
(2) the name of the transferee or purchaser;
(3) the purchaser's driver's license number, or another government issued identification card number;
(4) the date of birth of the purchaser;
(5) the unique identifier of all ammunition transferred "
Don't forget the buyer's underwear size "SLED".
And remember to ask when was the last time they washed their car. ---- What a bunch of totalitarian wannabe little Stalins!

So the ol' boy that has been handloading in his basement for the last 20 years, and has thousands and thousands of rounds stashed away is all of a sudden a criminal after 01/01/12?
Or people that go to gun shows several times a year to stock up on cases of ammo?
I don't live in South Carolina, but I can see this coming to a state near everyone soon.
