Brown to host world leaders at 'progressive' summit (about globalisation, 'progressive' governance)

LONDON (AFP) - Prime Minister Gordon Brown is to host a summit of some 20 world leaders and key figures to discuss "progressive" governance, after a conference on the issue in London Friday, officials said.

South African President Thabo Mbeki, Australian Prime Minister Kevin Rudd and former US president Bill Clinton are among participants at the summit of broadly centre-left leaders outside London on Saturday, said Downing Street.

EU foreign policy chief Javier Solana, World Trade Organization chief Pascal Lamy and national leaders from Australia, Chile, Cyprus, Ghana, Italy, Liberia, Lithuania, New Zealand, Norway and Slovakia are also scheduled, according to a participants' list released by Downing Street.

In a speech pre-released on video ahead of the conference Friday, and the "progressive governance summit" on Saturday, Brown called for the development of a form of "globalisation that is fair and sustainable for all."

The conference brings together some 300 leaders, officials and experts in a location outside London which has so far not been disclosed. When the summit was last held in Britain it was in Bagshot, south of the capital.

The conference is organised by the Policy Network, which describes itself as "an international thinktank dedicated to promoting progressive policies and the renewal of social democracy."

The idea for the summit was launched by Clinton in 1999, when he was still in office. The first one was held in Berlin in 2000, before Stockholm in 2002, London in 2003, Budapest in 2004 and Johannesburg in 2005.

Brown will host it after returning from Bucharest, where he has been attending the NATO summit.

The 2008 meeting will focus on globalisation, climate change and poverty.

"Achieving an inclusive globalisation, one that can combine economic dynamism with social justice in a sustainable way for all, is the key political challenge facing this generation of leaders and politicians," Brown said in a video posted on the website of the Guardian daily.

It is not possible to be both “progressive” and a democracy.

Progressive governance network

The progressive governance movement came into existence almost two years before the establishment of Policy Network. Progressive governance, for which Policy Network acts as a secretariat, was initiated by former president Bill Clinton on 25 April 1999, when he hosted and led a roundtable discussion in Washington with the participation of the British prime minister Tony Blair, the German Chancellor Gerhard Schröder, the Dutch prime minister Wim Kok, and the Italian prime minister Massimo D’Alema.

The initial goal of the progressive governance movement was to enhance co-operation and links between key progressive policymakers and academics as well as to provide a meeting place for exchanging concrete policies and practices. Progressive leaders wanted to show that progressive politics had been liberated from outdated attitudes and practices. The network of progressive thinking across the world came into existence as a means of fulfilling these goals.

The first large high-level summit of the network in its current form took place in Berlin on June 2-3, 2000. The common political base for the network was presented in the Berlin Communique: Progressive Governance for the 21st Century.

The work of the network continued with a high level summit held in Stockholm in February 2002. The conclusions of these discussions are outlined in the Stockholm Communique: A Progressive Agenda for Democracy and Development.

The London progressive governance conference in July 2003 brought together 12 world leaders, former heads of state and government, and over 600 progressive politicians, thinkers and strategists from more than 30 countries. Hosted by Tony Blair, the conference was the largest ever international gathering of international centre-left leaders, policy-makers and thinkers.

Since the London conference, the progressive governance network has held major summits in Budapest and Johannesburg. The next progressive governance conference will be held in April 2008.

What a disaster Gordon Brown is for GB...when can they dump this fraud? His lying to the Citizens about allowing a vote on the EU Constitution should have been the end for him!
