WASHINGTON Doug Ose is drawing heavily from his personal fortune to pay for his aggressive Republican congressional primary campaign against Thousand Oaks Sen. Tom McClintock.
McClintock could be a beneficiary.
Ose notified the Federal Election Commission this week that he had pumped $849,000 into his campaign for the 4th Congressional District seat held by Rep. John Doolittle, R-Roseville. Doolittle, under federal investigation, announced in January that he would not run for a 10th term, opening the door to the attack-laden primary battle.
Ose's notice, filed Monday as the campaign books on the first quarter were being closed, triggers a provision of campaign finance law commonly referred to as the "millionaire's amendment" that could permit McClintock to triple the amount of money he raises from contributors.
The last time that amendment was an issue in the Sacramento area was in 2004. Mary Ose was running in a three-way primary for the 3rd District seat that Doug Ose, her brother, was giving up to honor a term-limits pledge. Mary Ose's personal spending opened up the spigot for former Attorney General Dan Lungren. Lungren was able to go back to contributors for additional money that, according to FEC records, allowed him to add almost $80,000 in last-minute contributions in his come-from-behind victory over Mary Ose and former state Sen. Rico Oller.
"It was hugely important," said Lungren's political consultant, Wayne Johnson. "We basically didn't have a campaign until the last 10 days. It gave us a real shot in the arm."
Spokesman Stan Devereux was checking Thursday to see whether the McClintock campaign would be able to take immediate advantage of Ose's heavy campaign lending but thought it would.
