How do they read road signs and directions if they cannot read English well enough to pass a test?

In their country,signs are usually ignored.A stop light?It's like it's not even there,or has no meaning at all.I was in Korea for two years.We use to say that a Korea driver's license comes with the car.Try driving in Seoul once ,you'll see what I mean.
