Is it actually your contention that if a country breaks of diplomatic relations with your nation you are justified killing their civilian sailors?

It is my contention that a nation is justified in sinking ships of a country 1)that is sending munitions to a foe; 2)has broken diplomatic relations with it; and 3) is violating a blockade.
