Heath Shuler was stupid when he was playing football. His IQ hasn’t gone up in the intervening years.

Shuler was below average intelligence while at Tennessee but Cutcliff could manage him like a puppet....and get the maximum amount of output of an otherwise mediocre intelligence and talent. Professional football requires a QB to make snap decisions and have superior intelligence and therefore Shuler’s downfall. Now in Congress, Shuler is past his level of competence and showing it.
