SAN DIEGO – San Diego City Council candidate John Hartley was booked into County Jail last night on suspicion of indecent exposure, police said.
Hartley, 65, who served on the council from 1989 to 1993, was placed under citizen's arrest after someone called police at 4:14 p.m. and said a man was urinating into a cup and masturbating publicly on Vista Street near Adams Avenue, police spokeswoman Monica Munoz said.
Hartley was arrested and taken to the Mid-City Division station to be interviewed, Munoz said. Police said Hartley was processed at the station for booking into jail about 6 p.m.
Police Chief William Lansdowne was at a citizens forum last night, but he said an assistant police chief notified him that Hartley had been placed under citizen's arrest.
“They wanted to make sure they did it properly and it was investigated thoroughly, so they called (the sex crimes unit),” Lansdowne said.
Lansdowne said he told his staff to “do what they need to do and handle it like any other case.”
A sex-crimes investigator interviewed Hartley and had the discretion to book him into jail or cite and release him, Lansdowne said. There were two witnesses to the incident, the chief said. Hartley is running in the June 3 election to replace Councilwoman Toni Atkins, who cannot run again because of term limits.
Hartley, who lives in Normal Heights, has been walking precincts daily, his campaign consultant, Larry Remer, said last night. Remer said he hadn't heard of the arrest before being contacted by The San Diego Union-Tribune.
“This alleged behavior is completely at odds with the John Hartley I know,” Remer said. “I sincerely hope he's being given the presumption of innocence he's entitled to.”

Since he for clean government & is backed by the sierra club, I'd have to say democrat for sure (He's also for safe neighborhoods)

I was getting surer and surer he must be a dem as the article went on, because it didn’t say. Then the tagline:
