I would not draw that conclusion. That memo was just standard political ammunition and OBama people have undoubtedly responded in kind by now. Trading dirt is just part of the game and RATS do not care about this stuff anyway. It is standard fare for them. Hillary is a gutter fighter anyway and why would anybody have expected that she, or OBama for that matter, would run a genteel campaign? I would not be helping either RAT candidate.
