No, Souter, Ginsburg, and Breyer dissented. Stevens concurred in the judgment only. He didn’t agree with the Chief Justice’s reasoning and said that there was much wisdom in Breyer’s dissent (lol).

Heh. Souter and Stevens again. Two of the worst appointments to the SCOTUS by Republican Presidents, Bush I and Ford.
