If the person is working the fine should be garnished.

If you read the article it appears that she is, but details are not forthcoming because of "confidentiality" I have a real problem with people on the dole being confidential. I think that the government should publish a monthly list of their names, addresses, and how much taxpayer money they're sucking down.

Good point! Apparently welfare parasites are entitled to confidentiality, but law abiding gun owners' names are to be published.
I’m torn on this. The woman should pay her own fine, but. . .if she goes to jail for littering, what happens to her kids? If she was guilty of murder or armed robbery or drug trafficing, okay, put her in jail, send the kids to foster homes. But for littering?
What was the charge? All we know is there was a “littering” fine. What did she do? Throw a cigarette butt into the street? Or did she dump a truck full of household garbage in the median?
Where are the twenty seven eight-by-ten colour glossy photographs with circles and arrows and a paragraph on the back of each one explaining what each one was to be used as evidence against her?
