In Usinsk for example, under the Soviet, schools had massive greenhouses so the students could have fresh veggis (For those in Rio Linda, the Komi Republic stands across the Arctic Circle) - now under the current regime, the schools lease out the greenhouses, buy just the veggis they need/want the rest are sold at a farmers type market.
