The right punishment? Just put the dudes into a open cell block and let everyone know of their crime. If they survive a year....they might be lucky. Whatever they get in prison...will be deserved. We don’t even need to waste time trying to make this a 40-year sentence. The guys in prison will take care of these idiots.
The law doesn’t give inmates the right to give punishment to other inmates.
The law doesn’t empower prisoners to harass, beat, rape and kill other inmates.
The fact that it happens and that it is common and that it is well known proves that the authorities give it tacit approval and therefore are complicit.
If the justice system wants to impose harassment, beatings, rape and death then it must write it into law.
