Not to be a doubting Thomas, but what is the source of the info that says the Chief ordered officers to make no arrests? I called the number for her office to inquire and was directed to a PR guy. He neither confirmed nor denied but told me he “had no knowledge of such an order”.
I believe you, but it would be nice to be able to point back to a source we can confirm.
