Now that I have read this post with "fresh" eyes, I have a question.

There is this section of the Riot Act: § 335. Guam and Virgin Islands included as “State”

It does not mention D.C. There was some discussion as to whether DC falls under the jurisdiction of federal law, as it is not a state. The implication seemed to be that they can make their own laws. Any thoughts?

There was some discussion as to whether DC falls under the jurisdiction of federal law, as it is not a state. The implication seemed to be that they can make their own laws.

IIRC, D.C. has had home rule since the '70s.
