Haven't found a link to that decree yet, but I did find a recent
"anti graffiti" act which makes the property owner liable for removing it, not the city who failed to prevent it, or the little scumballs who generate it. If you don't remove it, and they do so, and your don't pay for it, they can take the property. Only in a MoonBat City, sigh..
