Apparently the officer received citations, awards and even medals. At first glance, he would seem very credible to me.

I don't know which part of the story you're missing or why you gratuitously call this guy a jerk. You should read the press release for a more detailed account of how this guy's case sounds a lot like Ramos' and Campeon's in terms of the government siding with the bad guys.
