Are you arguing the authorities have hte right to pass any rule they so see fit? What if the rule is morally, ethically, or Constitutionally flawed?
If so flawed, can those damaged by said rule rightly expect to be “made whole”?

Of course I believe that they have to be careful what rules they pass, but this was widely known and I don’t recall having candy is a must in the constitution so no I don’t believe he needs to be “made whole” in order to sneak some skittle’s. He deserves nothing financial from this.
