Basically, it follows the first 48 hours after a senseless black on black, black on white crime in an urban setting.
There is great reluctance on the part of the interviewees during initial crime scene information gathering interviews. A clear fear of retribution sometimes openly admitted during the interviews is prevalent.

I'd give it about two weeks, because you have to find where this gang hangs out. Then you get a guy like this and his crew...
To break down doors and have the gang members trip and accidently get injured. Then the men are brought in for light questioning. Now during the arrest drugs/outstanding warrants are found then some decides it's in their interest to remember who that guy in the photo is. Then results flow from there. Yeah, I give it two weeks.

I would only need about 3 seconds to aim and squeeze off one round between the a$$hole's eyes. I actually think I could do it with absolutely no remorse. I must be getting old.
as for the gang thing, i do not see gang members giving up the chance to collect the huge reward in favor of some kid they hardly know who's coming from a different gang set.
gangs are, more often than not, very fluid in terms of membership, loosely organized and have little connection between different sets. usually, different sets of the same gang are rivals.
It's not meant to focus on black crime, it's just the way the numbers fall out.

Seems to me that a smart cop would just start looking for a Black guy at every crime scene.
LOL! Once, when I worked at a middle school, a kid was complaining about being hit in the face in the hallway. The principal asked for a description of the offender. The kid started out with "he was black". The principal stopped him right there and said "what does his skin color have to do with this?". Arrrggghh!

Just wanted to say that I completely understand you anger and frustration about this horrible crime, I have a daughter just a bit older than this lovely young girl. It’s come to the point that even during the day, I worry every time she’s out and about on her own( her big strapping boyfriend is in the US Army stationed in Kosovo), which of course is all the time.
