No, he didn't resign. Probably thinks he can pull another Clinton. But this is a Presidential election year and the pooh-bahs in the Democrat party will have a lot to say about THAT - whether they want to put up with a constant stream of scandal involving the SITTING Democrat Governor of New York.
Maybe he was just practicing so he could do the same thing to his constituents.
