With a few words Bush couldve saved us all.
Friggin' RIGHT he could've. I CAN'T know if it's a reluctance to do so or he just doesn't have the convictions, but Bush could've used the Bully-Pulpit any number of times on any number of issues and never did. He could've invoked "National Security" concerns and signed executive orders opening up ANWR and Off-Shore for drilling and everyplace else for refineries. Let them try and sue him.
He never did ANY of that. Either he felt it'd be ineffective (which I disagree with) or he just doesn't care enough.

I thought for sure readers would recognize my sarcasm-oh well. Let’s assume the pres. said he was going to use an executive order. Who would do the actual drilling? Why an oil co. So they show up and put a pipe in the ground. The Senate, no friend of Bush or oil, says to the oil companies, ‘Soon as we get our attorney general in office we’re going to have endless investigations and lawsuits against you. So you start drilling but your whole investment may sink a lot deeper than the oil.’
Now how many oil companies you think would go north to Alaska under those conditions? You can’t drill oil from behind a pulpit.
