One little-noticed intelligence disclosure contained in the Pentagon's annual report on Chinese military power says China now has ballistic missiles designed to hit U.S. aircraft carriers and ships at sea.
The missiles are described in the report as part of China's "anti-access/area denial capabilities" that include "anti-ship ballistic missiles designed to strike ships at sea, including aircraft carriers."
Using a ballistic missile to target ships requires a degree of sophistication not shown by Chinese missiles in the past, and indicates China's military has mastered precision missile targeting, no doubt helped by the theft of U.S. warhead design and other secrets through espionage in the 1990s.
Other new weapons that are part of the precision-guided missile arsenal are advanced cruise missiles, medium-range ballistic missiles, the direct ascent anti-satellite missiles, like the one tested in January 2007.

Given the fact that the PLA is in perpetual conflict with the civilian sector of the Party, it might be that they are inclined to build whatever CAN be built regardless of its usefulness. Or maybe they envision throwing up a nuclear shower of sorts between Taiwan and the rest of our fleet at some point.
Their manner of taking Taiwan would be to fabricate a lot of internal “strife” there, using their agents and other friendlies to contrive the strife, then go to the UN and make a stink about needing to go in militarily and “quell” the rioting (or whatever op they’ve dreamed up), let the debate exacerbate itself as the “situation” on Taiwan “deteriorates,” maybe trying to bait the US into making a more aggressive defensive move, and then take a reading of the global temperature of just how aggressive their own response might be. It’s the Prague Spring model, more or less. With a President Obama in place, it would probably work.
Where a ballistic missile designed to hit naval assets fits into this, I don’t know. Maybe it’s just there to make the US hesitate a day or two, because a day or two might be all it takes. Maybe they see the weapon as force protection for their own navy. They landed on the “missile waves” alteration of their doctrine when they gave up the “human waves” doctrine in the aftermath of Persian Gulf War I. Maybe they are just enamored of the “shock and awe” tactic and will build anything that gives them a little more of it.
If I personally was a carrier commander in the Navy what I’d want more than anything else no matter what weapon I’m potentially facing is better intel. Sensors, yes. But HUMINT too.
I’ll go you one better than that. I can imagine almost trivial scenarios that could bring big parts of the US economy to a standstill for days on end.
