I've read a couple of the resources you listed here, and will finish reading over this weekend.

At the Rand Monograph link I noticed a possible exception to Marines and Navy:
"Although the Navy and Marine Corps are not included in the act, they were made subject to it by DoD Regulation (32 C.F.R. Section 213.2, 1992)."

I'll still mention it in my letters to the Feds. I haven't written to the President as yet, but now it's time. We have a new threat to consider. Our troops and civilians can be attacked by domestic terrorists at any time. The NYC bombing was small in comparison to what Timothy McVay masterminded. If the Feds don't respond appropriately now, whoever is behind the NYC bombing will be emboldened and (I fear) plan something much bigger.

In Osama bin Laden's last message he stated "the next attack on the U.S. will come from within." That has haunted me since I heard it.
