I’ve personally known many 13-year-olds with computer graphic skills more than refined enough for that logo. And, as a group, those I have known were exceedingly politically active for their age.

I doubt it. The logo is too polished. It was done by a professional. It's two circles superimposed on each other, the figures simple pen tool graphics. Anyone with photoshop should be able to reproduce such a graphic.
