I would think that the intent of their stupid Burka law is to make women cover up and not show off any part of their female body so they won't tempt the men (who obviously are not expected to have any self-control).
So I would think the spirit of their stupid law is being violated here, so that if discovered the penalty for the woman would be the same if she was going around uncovered.
