Resolution encourages U.S. 59 development
El Campo City Council joined in the protest cries against the proposed Trans-Texas Corridor Monday night advocating an improved and expanded U.S. 59 instead. Possible economic impacts from the proposed TTC corridor caused concern with draft versions of the roadway limiting access, cutting through family farms and bypassing many cities completely.

Looks like the paper is trying to find some sort of "happy medium" between totally free news and subscription-only access. They can't continue to stay in business without revenue.
As the print media dies off and becomes electronic, I expect we will see lots more such experiments. It's called, "capitalism"... '-)
