Panama has always been a country. Perhaps you are thinking about the Canal Zone being American territory. The Canal Zone was leased for 99 years from the country of Panama.

Not quite. The Canal Zone was established "in perpetuity" by the 1903 Hay-Bunau Varilla Treaty and ceased to exist in 1979 as a result of the Carter-Torrijos Treaty of 1977.
