The Monsignor in Texas that dealt with these sexual abuse matters for the diocese was my parish priest when I was growing up. He seemed to be a very serious man from my limited knowledge of him (as a child). I can’t say whether he appeared Godly since my Catholic experience was hearing a repetition of a bunch of rote phrases, during which I often played “rock, paper, scissor” on the stairs leading up to the organ, and minimal and scattershot teaching in children’s classes that never got across much in 8 years or so of participation. Part of the filth of this is the corruption of the lower members of the hierarchy who “had” to obey orders within the hierarchy and make these transfers and the like assuming the Monsignor wasn’t an actual participant in this evil. I also noticed, even with a reputation as a scholar, that the Monsignor never advanced beyond his position, which he held very early. Sort of a guy that was given an ugly job to do by people that must have known it tainted him for future “promotion.” A hideous situation. One of the downsides to a hierarchical church structure.
