Yes I believe you are on the right track. I don’t know all of the details but FD has had problems the the Canadian Human Rights Tribunal and moving the server to Panama would make it easier to protect to website from out of control government beaurucrats.
Having the official owner be a non-resident of Canada would also be useful. How can they serve a Canadian court order against an entity with no discoverable Canadian presence?
