The Chinese probably paid for the missle. We’re not at war, but this would be potential treason. It's definitely stupidity though no question about that. Not so long ago things were kept classified such as below second deck of a carrier. I've seen things on TV that would have gotten me an M-16 slug to the head had I wanted a look see and I had considerable access due to the nature of my job.
