Not to argue over semantics, but it’s really more a foreign policy issue than an economic policy.
Your link doesn’t work. My info comes from talk radio (Quinn and Rose) that has stated we are agreeing by passing it to devote a %age of our GNP every year to be distributed by the UN as foreign aid on top of what we already spend for foreign aid presently. Supposedly it also contains an agreement to ratify the Kyoto treaty, the ICC, the convention on children’s rights, the women’s rights convention, the small arms convention, etc.
