I do not know who the subject of the statue is, nor anything further about the statue itself. My comment was directed to the fact that it is a human likeness used as art. Mohammedans are not allowed to use pictures or statues of humans in their public artwork. This is why you will see such intricate geometric designs used to decorate Mohammedan buildings and facilities.
This area has been the scene of a lot of 'rebel' activity in recent years and has seen the hard fist of the PLA used in response to these rebel activities.

And I agree, they are pretty nice photos.

have you seen the mountain in the background?

it is TianShan Moutain. it extended 2000 KM from Center Asia to Xinjian and its average altitude is about 5000 meters high.
