A "home-based child care provider" is a fancy word for a babysitter where you take your kids to their house.

Note a few things: 1) this was passed by edict of Eliot Spitzer, 2) some of these union babysitters downstate are joining teacher's unions.

Next, liberal left (aka progressive) bloggers will unionize: Sit in Mom’s basement all day & night ranting about Rush Limbaugh, “FReeptards”, Dick Cheney and those killer Marines at union wages!

So. What happens when moms finally decide daycare is too expensive and they start staying home? How about single moms who can no longer afford it? Who picks up the tab for them? What about fathers who must pay part of daycare costs as child support?

I get the feeling that what is "permitted" today will be MANDATED tomorrow.

In-home care by teenagers will give way to licensed and unionized child-care collectives. The state and the unions both get their cut, of course.
